History

In 1996, the City of Lake Helen’s Police Chief, Keith L. Chester, and community volunteers founded the Lake Helen Police Department Teen Program.   The program was operated out of Lake Helen’s Youth Center that is located in Blake Park. Over time the program outgrew the Youth Center and a new facility was needed.

In 1999, the long journey to build a new facility began. Chief Chester and community volunteers raised the funding and gained the support necessary to build the Creative Arts Café. The Creative Arts was also funded in part through the County of Volusia’s E.C.H.O. grant program.

In 2007, what was once only a dream became a reality through the efforts and kindness of hundreds of volunteers, donors, and businesses. The Creative Arts Café was opened and dedicated in the memory of Michael W. Bishop.             

Teen Program Goals

Provide a fun, safe, supervised environment for teenagers to spend their free time and to expand their minds through art, music, and educational programs. In the end, working towards reducing juvenile crime and helping teenagers become productive and well-rounded adults.

General Goals

Provide high quality and reasonably priced meals in a family friendly atmosphere to the general public and to utilize the profits derived to fund art, music, educational, environmental, and recreational programs for citizens of all ages.

Our Food and Our Prices

We strive to provide our supporters with the highest quality food possible while at the same time maintaining  low and competitive prices. Unlike most other dining establishments, all of our steak burger patties are made from fresh ground steak and our mashed potatoes, home fries, and many other items are prepared in house. Meals are cooked to order for you. We do not play games with our pricing. You will not find discounts for special groups at the Cafe. We made our prices as low as possible for all of our supporters. Most restaurants charge much higher prices and absorb the cost of the extras that some individuals may request. We on the other hand did not feel it would be fair to have one supporter pay for the extras another supporter may wish to receive, thus we kept our prices low for everyone and we charge very reasonable prices for the extras. We welcome anyone to compare our prices and our quality. Please remember that this is your Café and the proceeds are used to benefit your community.       

Operations and Ownership
The Creative Arts Café is owned and operated by the City of Lake Helen. The Teen Program is operated by the City of Lake Helen’s Police Department and is supported in part by Volusia County’s Department of Children and Families.
